The Union of the Public Administration and the Trade Union Organization at the Agency for Administration express deep concern about the situation of the employees in the Sector for Selection of Candidates for Employment at the Agency for Administration.
These employees, who are the foundation of the institutional functioning of the state, have been facing pressures (institutional, administrative, political, public and psychological) on a daily basis for years, and it is these employees who carry out employment procedures in the public sector.
The responsibility in performing work tasks under pressure and under short deadlines that these employees have is enormous, especially considering the fact that as of 09.07.2025, the number of published job advertisements for administrative officials is 730, and a large number of these public advertisements are published for multiple job positions, i.e. executives.
This is the highest number of published job advertisements since the existence of the Agency for Administration, as evident from the annual work reports of the Agency for Administration, published on its website.
For years, before the announcement of all previous elections, and this year as well, in order to complete the announcements before the local elections are announced, the employees of the Selection Sector in the Agency for Administration have been working under extremely high pressure resulting from the implementation of procedures in very short terms, which directly affects their mental and physical health as well as hindering their normal functioning outside of working hours.
The fact that almost 80% of the employees in the Agency for Administration have a lower salary than the average salary in the country is devastating, as is the fact that the outflow of employees is increasing every year, and unlike other institutions, the Agency for Administration does not approve funds for promotions and new employment, and the employees in the Agency for Administration are underestimated and overloaded, exhausted, with an excessive workload.
The number of 730 advertisements is increasing day by day and may exceed 1000 advertisements, so we ask:
- Why, instead of 730 new advertisements, were the funds not earmarked for increasing the salaries of employees in the Agency for Administration and other employees in the state administration?
- Is this the reform in public administration that will be based on standards, not names?
Considering that each publication of a public advertisement for a single job position costs at least 15,000.00 to 20,000.00 denars in a daily newspaper (about 60,000.00 denars in 3 newspapers), institutions from both the central and local government allow themselves to stop advertisements without providing an explanation for the stop and immediately re-publish them even several times, which directly creates unnecessary financial implications for the state budget and the budget of local governments.
Due to the above, if further steps are not urgently taken to resolve the long-standing problems faced by the employees of the Sector for Selection of Candidates for Employment in the Agency for Administration by the competent institutions, the work process will be interrupted in protest due to the lack of attention to resolving their long-standing problem, i.e. increasing the salaries of these employees by at least 30%.
