The Congress

The Council of the SSM is the highest body of the SSM between two congresses.

The Council is composed of members elected by the trade unions, and the Congress verifies their mandates. Changes to the members of the Council are made by the bodies of the trade unions in accordance with their acts.

The President of the SSM and the Secretary of the SSM Council are ex officio members of the SSM Council.

The Presidents of the Women's Section and the Youth Section are ex officio members of the SSM Council.

The members of the Presidency participate in the work of the Council on a mandatory basis.

The number of members of the Council is determined by the Council based on the membership fees that the trade unions regularly pay to the SSM during the inter-congress period and on that basis on the number of members of the trade unions that they have registered with the SSM Council and the Ministry of Labor and Social Policy of the Republic of Macedonia, until the day of the adoption of the decisions on the number, composition and manner of election of the SSM bodies.

Each trade union is entitled to one member of the Council, as well as an additional number of members in accordance with the previous paragraph.

Functions of the Council:

acts in accordance with the Work Program adopted by the Congress and is responsible for its implementation;

adopts an annual action program;

represents the common interests of the member unions before state bodies, organizations and institutions;
considers issues of economic and political development in the country that are relevant to the unions;
considers general issues related to the social and material situation of the members of the SSM;
considers the initiatives and proposals of the Presidency, and the bodies of the member unions;
between two congresses verifies the mandate of the members of: the Council and the Supervisory Board for which a change has occurred;
determines a proposal for the President of the SSM upon the proposal of the Presidency;
elects the Secretary of the Council of the SSM upon the proposal of the Presidency;
elects the Vice-Presidents of the Council of the SSM upon the proposal of the Presidency;
in the period between two congresses, if for any reason the position of the President of the SSM becomes vacant, by decision of the Council an acting President is appointed from among the members of the Presidency for a period of 2 months. During this period, a Congress is convened in the inter-congress period, at which the President of the SSM is elected.
adopts Rules of Procedure for its work, criteria for proposing and electing members of the SSbodies.
adopts a plan of income and expenses;
if necessary, establishes a solidarity fund and a fund for general protests and strikes;
reviews the annual reports of the Supervisory Board and proposes appropriate measures;
calls elections in the SSM;
adopts a decision on the place, date and agenda for holding the SSM Congress;
decides on other issues within its scope of work;
makes amendments and supplements to the SSM Statute up to 1/3 of the provisions;
adopts a decision on organizing a protest and a general strike.
The Council may form councils, commissions and other bodies for separate areas and activities.

For the performance of the functions for which it is competent, the Council is responsible to the Congress.

The Council works in sessions.

The decisions, positions and conclusions adopted by the Council of the SSM are adopted based on the positions of the trade unions conveyed - represented by the members of the respective Trade Union in the Council of the SSM.
